——————————————-
Memorandum to Hon’ble Ranil Wickremasinghe, Prime Minister of Sri Lanka
———————————————
I begin with a prayer that this Memorandum should reach you in good health and perfect Peace. I am delighted to visit this serene nation gifted with beautiful tropical beaches and other natural delights and meet Your Honourable Self and present this memorandum.
In the ministry of the great Sri Lankan ruler Maha Prakramabahu out of 16 ministers 4 were Muslims, even many subsequent Sri Lankan rulers had made Muslims as Ministers in their cabinet. Under your compassionate and Considerate Prime Ministership 9 Muslims were adorned as Minsters, exceeding even the generosity of the great Maha Prakramabahu. The Muslim Community of Sri Lanka recognises you as their leader for your empathetic nature and lack of racial or religious bias. Whenever the Sri Lankan Muslim Community has been victimised you have been kind enough to provide them a sense of solace and support. Hence, I can categorically affirm that majority of the Sri Lankan Muslim Population would support the United Nationalist Party in the forthcoming Presidential election.
Nearly 250 innocent Sri Lankans lost their lives in the cold blooded and heartless bombing incidents carried out by sadistic IS terrorists on 21 April 2019 Easter Day Celebrations. When the entire Sri Lankan Muslim Community was distressed suffering from a sense of victimisation for being made to bear the blame for the bombings, though the bombings were carried out by anti-Islamic IS organisation, it was your words that the Sri Lankan Muslims would never support IS that provided a feeling of relief to the Sri Lankan Muslim community and also facilitated restoration of Peace in the entirety of Sri Lanka. The Sri Lankan Muslims are always indebted to you for the faith and favour you have placed on them. Sri Lankan Muslims completely realise that the Sri Lankan economic progress is hampered by the growth of terrorism which is incited by rise of racist and fascist ideologies and inclinations. The Sri Lankan Muslims would assure their support to all your efforts to ensure fraternity among different races and communities in Sri Lanka.
The people responsible and those who assisted these bombings have been arrested, emergency provisions were incorporated in the country, terrorist organisations like National Towheed Jamath and two other organisations have been banned. Nearly 300 Muslims have been imprisoned under Prevention of Terrorist (activities) Act.
In these circumstances the Honourable President of Sri Lanka Maithripala Srisena has unfortunately banned the Cultural dress of Sri Lankan Muslim Women which includes covering of their face which has brought about anguish and pain to the innocent and loyal Muslims and Muslim women of Sri Lanka. Whilst the Sri Lankan Muslim Community welcomes the measures taken to fight terrorism it is saddened by the dress restrictions placed on the Community.
It is noteworthy that culture, which includes dress and other forms of expression, did not and will not be the cause of hate, misguidance and resultant terror in any community but societal evils such as racism and division is and will be. Alas, the dress we see is only a distraction from the more important focus on reconciliation, harmony and security. I believe the Muslim community is eager to support such positive efforts and truly recognise themselves within a united, peaceful and prosperous country as “Sri Lankan Muslims”.
On the 23rd of August the emergency provisions were relaxed, likewise the Muslim Community expects a relaxation of the ban on Burkah and Nikab and similarly the Community also expects protection of Madrasas, Masjids, Ghazi Courts and Halaal affairs. I also request you to arrange adequate compensation to the people who have lost their property and loved ones in the aftermath of the April 21 incident.
Equally important is the assurance of justness and fairness of the media who create sweeping opinions amongst the public by avoiding bias and fallacies when reporting.
Like the Sri Lankan Muslims, the Sri Lankan Tamil Community has always provided their loyal support to your kind self. They had supported you with the hope that you would put an end to the prolonged anti- Constitutional discriminative and callous attitude they faced and suffered by them for a very long time. It is their faith and hope that you would fulfil their aspirations to withdraw the army from Tamil areas, ensure returning of Lands and Houses belonging to Tamils confiscated by the army, upgrade their lives from the stage of second class citizens and restore their esteem and honour. They have always believed that you would ensure the effective implementation of the 13th Amendment and they are convinced that you would fulfil all the promises made during the time of elections. Hence, I request your kind self to fulfil the expectations of the Tamils and the promises made to them during the time of the elections. Your fulfilment of election Promises made to Tamils would initiate the process of assurance that the problems faced by them for few generations would be handled with care and concern. Moreover, I also appeal to ensure the release of boats and fishermen of Tamil Nadu in the Custody of Sri Lanka on Humanitarian grounds.
I conclude with my Prayer to the Almighty that he should ensure the endurance of our relationship to strive for a better world and elevate humanity by narrowing down the differences between different communities.
With hope and confidence
Yours Sincerely
Dr. M. H. Jawahirullah
