Study reveals ‘Muslim areas of Delhi are less crime-infested’; Crime against women alarming

New Delhi: In the heinous crime map of Delhi, Muslim-dominated neighbourhoods can be termed as ‘brighter’ spots in comparison to other localities of the national capital. Furthermore, not a single gang-rape crime reported from any of the Muslim localities except Jamia Nagar reported 17 rape cases which is the highest number in Muslim-concentrated localities while Jama Masjid reported not a single rape case. These revealing facts may smash the general-perception that minority-areas are crime-infested.

As these facts stated in White Paper under the title ‘State of Policing and Law & Order in Delhi’ done by Mumbai-based the Praja Foundation in collaboration with the Commonwealth Human Rights Initiative (CHRI). The study, mapped the crime scene in Delhi from January to December 2014 stating that:

“In the Calendar Year 2014, there were 74,921 cases reported of Theft and while Burglary was 10,281. There were an alarming 1962 cases of rape reported in 2014, including 1818 rapes (u/s IPC 376), and 144 gang rapes (u/s IPC 376D). There were a 2,667 cases reported of assault to outrage modesty of women. Other crimes like Murder (533), kidnapping/abduction (7,186), snatching (7,170) and robbery (6,396) were also registered in high numbers. Places like Outer Districts are notorious with highest numbers in crime (22,222) in comparison to other districts”.

Releasing the report at a press conference here on Tuesday, Maja Daruwala, executive director of CHRI, said of the 1.29 lakh heinous crimes reported in the city last year — including murder, rape, molestation, abduction and robbery — 22,222 cases were from outer Delhi which includes areas like Bawana, Narela, Mangolpuri and Rohini.

On crime against women, she said of 1,818 cases of rape registered in Delhi, 241 were from south, 232 from outer district and 228 from south-east district. Most of these cases were reported from neighbourhoods with settlement colonies where the incidence of crime is usually high. Within south Delhi, Vasant Vihar police station reported the maximum cases of rape — 31 — followed by Govindpuri with 30 cases.

As of now, Delhi Police was organised into six ranges, 11 districts, 54 divisions and 184 Police Stations. Of these 184 police stations, 161 cover Delhi’s 11 districts and receive all crime complaints. Out of 11 districts, Muslims are in sizable numbers in Central, North East, South East and East Districts.

Despite making stringent sex laws following the public outcry over the Nirbhaya gang-rape case, alarming 2043 total cases of rape reported in 2014, including 1889 rapes(687 cases of minor) , and 154 gang-rapes. Among the total number of crimes against women, 3,071 were cases of “outraging modesty” under section 354 of IPC; 684 of sexual harassment while 1,193 were of stalking.

Nitai Mehta, managing trustee of Praja Foundation, a Mumbai-based NGO on human rights, said the highest number of murders and kidnappings were reported from the outer district as it has the easiest access to the neighbouring states.

A glance at the data collected by the both the NGOs in their first report on crime in Delhi give an idea about the Muslim-dominated or mixed populated localities.

For instance Jama Masjid and other Muslim areas in old Delhi are by and large safe for women.

The only dark spot as far as women are concerned is the Jamia Nagar which has dense Muslim population witnessed more rapes cases in comparison to other Muslim areas in the city.

However, the study draws the inference from the above table that, “In South East district’s GovindPuri police station registered the highest numbers of Murder (9) and Rape (30). Jaitpur police station registered an equal number of murders as GovindPuri (9). The highest number of Gang rape (5) was reported in Ambedkarnagar police station, followed by Jaitpur (4). The highest number of cases of Robbery (35) and Theft (719) were reported in Kalkaji police station. The highest numbers of cases of Assault or criminal force to a woman with intent to outrage her modesty were reported in Lajpat Nagar (37) followed by Okhla (36). Highest numbers of cases of Sexual Harassment (18) were reported inSangamVihar.

Researchers of the report said that the tussle between the Delhi Government, the Lieutenant Governor and the Central Government over the control of the police have contributed the rising crime graph in Delhi.

Nitai Mehta said common man is not concerned who controls the Delhi police but only with family’s safety and security as the basic right of any citizen is the right to live in a safe and secure environment without any fear. On this score, unfortunately the country’s capital failed, especially with the number of crimes against women, he said.

The high number of complaints against police indicates the deficit of public trust. A glance at the statistics of allegation-wise breakdown of complaints highlights the rot in the system with the majority of complaints relating to misbehaviour, inaction and corruption, said Milind Mhaske, Project Director, Praja Foundation.

The police received a total of 12,872 complaints against its personnel in 2014, of these, only 35 FIRs were registered.

However, the report did not analyze the societal changes leading rise in crime against women. It also did not look into the alleged role of police in the rise of crime as there is general perception about police that it has hand in glove with criminals. When question asked by this correspondent, Mehta said the aim of study is to provide a holistic view, in very objective terms relying solely on official data, and to suggest some recommendations in improving the policing.

  1. The statistics need be normalized taking into consideration the population of each area. Without this any analysis doesn’t make sense.

  2. Muslims are having fear of Allah so they don’t commit Rape if a Muslim commit Rape he shall be given a harsher punishment than NonMuslim
