Raees Ahmed, an advocate at the Delhi High Court, in a letter to the Minister of Minority Affairs Smriti Irani has said that the deputation of Assistant Hajj Officers “calling application only from Central Armed police forces persons to serve in Saudi Arabia during Hajj 2023, is completely against the fundamental rights” of employees of other States and UTs departments.

Adv. Ahmed said, “Govt officials of all the departments and from all the states are given the opportunity to serve during this pilgrimage” but this year’s decision is “completely biased, discriminatory and shows favoritism towards the central armed forces.”

“India is a democratic country not Under Martial Law. In previous years Government employees from Central, States and UTs were allowed to apply for Deputation,” he said in the letter.

He called the order “a violation of Fundamental Rights”.

Ahmed requested to immediately amend the said Memorandum to the extent of giving opportunity to all Muslim employees of states and UTs.
