New Delhi: Prominent activists on Monday met the Deputy Commissioner of Police and filed a complaint against a group Hindutva radicals led by BJP spokesperson Ashwani Upadhyay who shouted highly provocative and violent anti-Muslim slogans at Jantar Mantar here in the presence of police personnel on Sunday. In this connection, Jamiat Ulama-i-Hind (M) also sent a letter to the Home Minister Amit Shah and Delhi Police Commissioner Rakesh Asthana. Expressing their dismay over Police inaction against the agent’s provocateur, Jamiat and activists demanded that the guilty should be booked under sections 153A and 295A of the Indian penal code.
Annie Raja and Shabnam Hashmi went to DCP office Parliament Street and filed the complaint signed by legal consultant Leena Dabiru, former women commission chairperson Mohini Giri, former planning commission member Dr Syeda Hameed, president Bihar Mahila Samaj Nivedita Jha, film journalist Sukhprit Khalon. In their complaint, activists stated that, ‘It is clear that the program was organized to spread hate against Muslims and incite violence against them. This kind of speech is against the constitutional ethos and has been criminalized under section 153A of Indian Penal code’.
They demanded that a Criminal case under 295A should be registered against all those particularly the leaders who were part of the gathering as it is deliberate and malicious.
“The rule of law and the constitutional spirit are under attack in the heart of India’s capital and Delhi police is choosing to look away unless immediate action is taken to reinforce confidence in the rule of law amongst the most vulnerable citizens of the country, majoritarian hate speech will only continue to grow with the tendency to insight hate and provoke violence,” the complaint further noted while urging to immediately register an FIR and take action in accordance with law against all the guilty perpetrators.
Speaking with Muslim Mirror, Shabnam Hashmi said the police assured them that they are looking into the matter seriously.
Meanwhile, President of Jamiat Ulama-i-Hind Maulana Mahmood Madani shot a letter to the Home Minister and Delhi Police chief and sought immediate action against perpetrators. Apart from this, a delegation led by Maulana Hakeemuddin Qasmi, General Secretary, Jamiat Ulama-i-Hind, called on i Jaspal Singh, Joint Police Commissioner, New Delhi Range and Shri Deepak Yadav, DCP at his makeshift camp at Jantar Mantar and handed over to them the copy of the said letter.
The letter reads” that the hate shouting video is being circulated and shared by a large number of people on social media platforms. It has hurt the Muslims and peace loving people across all communities. “I would like to request you to kindly instruct concerned officers at the Ministry of Home Affairs and Delhi Police to take stern actions against the culprits who are found involved in this. I am apprehensive about the situation being developed in Delhi, law and order of Delhi is being put on the risk by extremist groups once again and a situation like Delhi Riots 2020 may recur if such elements are not punished.”
The Joint Commissioner assured the delegation that stern action would be taken with due process. He said that all aspects of the video were being reviewed and an FIR had been registered against such persons.
According to NDTV quoting sources in Delhi Police, Supreme Court lawyer and former Delhi BJP spokesperson Upadhyay is likely to be questioned over the anti-Muslim slogans raised at a protest he allegedly organised at Delhi’s Jantar Mantar. He is one of the four suspects identified in the case. Sources said the Delhi Police have summoned Mr Upadhyay. The lawyer, who was in Ghaziabad, will have to appear before the police at the Connaught Place station tonight.
The videos of Hindutva group shouting violent anti-Muslim slogans at surfaced today. In the clips circulating on social media, “Ram, Ram” chants are heard along with slogans threatening Muslims. “Hindustan mein rehna hoga jai shri ram kehna hoga (To stay in India, must say Jai Shri Ram),” shouted people at the rally held barely a km from parliament. But despite videos being widely circulated on social media, no arrest was made till late evening.
The slogans were shouted in the presence of Narsinghanand Saraswati, a priest notorious for communal hate speeches. TV actor and BJP leader Gajendra Chauhan was also reportedly a part of the protest.

● हय्या अ़लल-फ़लाह (दो बार), अर्थात् ‘(लोगो) आओ भलाई और सुफलता के लिए।’
● अस्सलातु ख़ैरूम्-मिनन्नौम (दो बार, सिर्फ़ सूर्योदय से पहले वाली नमाज़ की अज़ान में), अर्थात् ‘नमाज़ नींद से बेहतर है।’
● अल्लाहु अकबर-अल्लाहु अकबर (एक बार), अर्थात् ‘ईश्वर सबसे बड़ा है।’
● ला-इलाह-इल्ल्अल्लाह (एक बार), अर्थात् ‘कोई पूज्य, उपास्य नहीं, सिवाय ईश्वर के।’
