New Delhi: Minister of State for Minority Affairs (Independent Charge) and Parliamentary Affairs, Mukhtar Abbas Naqvi has admitted that despite numerous rights guaranteed by the Constitution of India, minorities sometimes feel that they are second class citizens. Speaking at the 9th Annual Lecture on “Minority Rights and Democracy in India” organized by the National Commission for the Minorities here on Wednesday; he also admitted that benefits of welfare schemes to minority communities are not reaching properly.
Speaking after the annual lecture delivered by Prof Peter Ronald deSouza, the minister said rights of Minorities are more secure and strong in India in comparison to any other democracy of the world. However, he said minorities feel they are not getting equal opportunities in the country and that creep in their mind that they second class citizenry. Giving the reason for this, he said in the political milieu of the country, non-issues override the polity.
Naqvi said the successive governments have provided enough money for the welfare of the minorities but the money cannot reach to the targeted beneficiaries, otherwise no minority community member would have remained illiterate and poor or the minority area would have remained backward. He stressed the need of utilizing the money meant for minority welfare with integrity. He claimed that during last about 2.6 years of NDA government, they have worked hard to create a sense of equality among the Minorities.
In the wake of triple talaq controversy, Naqvi also cautioned that there should be no interference in the religious affairs of the minorities as they get annoyed by such intervention. Reform should come from within the community and it should not be imposed from outside, he added.
On communal riots and tensions, the minister said it should be prevented at any cost. “We are committed that there will be no communal riot in the country”.
Earlier in his lecture, Prof DeSouza emphasized that cultural and religious plurality is an asset to a nation and not a threat.
“As the world struggles with working out the moral, legal, and social terms of the majority-minority relationship India’s engagement with this question, since the last 70 years, constitutes a valuable global intellectual resource. On the issue of minority rights in a democracy India can be the teacher of the world: he added.
In his welcome remarks, chairman of National Commission of Minorities (NCM) Naseem Ahmad the minorities must feel that they are involved in the process of growth and inclusiveness.
It is to be recalled that NCM was established in 1978 through a Government notification. Later through enactment of the National Commission for Minorities Act, 1992, a statutory Commission, better known as NCM was set up on 17.05.1993.

My personal views:
Please ask Mr.Minister about ,how to solve this issue?
Most probably his answer may be:
1) Bcos of separate ministry for minority.They feel themselves as second class citizens.Hence ,we should dissolve this ministry.
2) Muslims should be consider in OC category.So that ,we can make to feel them as first class citizen.
3) Madrassas students should be given modern education.So that they will explore the world .
4) UCC is the ultimate solution for Muslim sufferings.But it should come from the community as said above in the topic.
This is unfortunate that even after 70 years, muslim community feels insecure & second class citizens. Common hindu feels that muslims should live happily in India as first class citizens. However there are few expectations from hindus from muslim community:
1) Accept ‘hum do hamaare do’ policy. In 1947, India had only 9% muslim population & now it is 15%. This point is raised mainly by hindu extremist organizations to show how muslim community is threat to hindus. Due to this common hindu gives silent support to extreme hindu organizations.
2) Mix with Indian culture. I find muslims learn & use urdu language to show that they want freedom to choose their own way of living. However, this gives impression in hindus that muslims do not belong to India rather they are outsiders. You might have seen many muslims use hindi language rather than state’s specific language i.e. Kannada, Marathi, Telgu etc. Muslims should adopt local language as their day to day language.
3) Show concerns about social problems in India & play vital role to resolve them. I see many of my muslim friends interested in what is happening in middle east & muslim world rather than in India. This gives feeling in hindus that muslims physically live in India but mentally in middle east.
4) Contribution in social development in India. You can hardly name any muslim person who has played major role in Indian social development on basis of humanity. I only know Abdul Kalam & nobody else in these 70 years.
5) Give importance to animal’s life i.e. support animal rights. Muslims consume high level of meat by killing many innocent animals. In hindu community a person eating meat is considered as violent. More than 50% of hindus are vegetarians & hence general impression about muslims is that Islam is very violent religion which gives permission to kill innocent animals.
I think muslim community is mainly responsible for their own downfall in India. If you seriously work on above points then you will feel secure & first class citizen of India.

Secular Hindu is thoroughly communal. Making suggestions whose solution lies in equal and just treatment and necessary rights and inclusion on platforms of authority and decision making. World knows how these one set of so called high cast Hindus oppressed there own Hindu masses for centuries.
It is from horse mouth as the minister belongs to the ruling party which harps on anti-minority politics. what happens after the Modi government came to power, no need to mention. the country is dogged by communal tensions and violence. It may be a ploy to divert the attention of public from the failure of the government but the country has been paying a heavy price for this hate politics. the war-hysteria is another ploy to win elections as said by Congress leader capt. Amrinadra Singh.

They till recently used to accuse ” Secular ” parties of pampering the Muslim minorities. They are several tongued and several headed cobra snakes. Even now others may repeat this falsehood that Muslims are a pampered minority just after the elections. To Hindus they say this and to Muslims in private they say WHAT HAS CONGRESS DONE FOR YOU?
