NEW DELHI: During the reply to the Motion of Thanks in Parliament, Prime Minister Narendra Modi had tried to reach out to minorities (read Muslims) and underprivileged groups but he did not reply to issues raised by the All India Majlis-e-Ittehadul Muslimeen MP Asaduddin Owaisi. It amply reflects the new government’s half-hearted approach towards the largest minority community of the country. Owaisi questioned the Modi Government’s commitment to inclusive growth as reflected in the President’s address to the joint sitting of the two Houses of Parliament while another MP Mohammad Adeeb also echoed that the community cannot trust on Government’s commitment to inclusive growth.
The dissection of the President and PM’s speeches clearly betrayed that the new government has no new and concrete plan or policy for the minorities. The Presidential address to the joint session of Parliament is generally called ‘policy document’ of the new government. It seems that the new incumbent government still wants to sell dreams to the people. Under the very nose of government, (in the national capital), people are facing dire situation of power failure.
As far as the largest minority is concerned, the Modi government did not offer any concrete proposal or plan. It says the government will initiate National Madarsa Modernization Programme. The announcement has nothing to do with the welfare and educational backwardness of the community. It is well-established fact that three to four percent Muslim children go to Madarsa for learning. There is nothing new in it as bottle and wine both are the old ones. It seems that Madarsa modernization porgramme has become a handy ploy for successive governments to divert the genuine educational problems of the community. There are many independent reports suggesting that Muslim neighbourhoods lack better school infrastructure but no government is sincere about addressing this.
It is sad to say that instead of providing modern educational facilities, Madarsa education has become a focal point of successive governments. It needs to be mentioned here that since 90s the government has first launched Madarsa up- gradation scheme but it was a big failure because of trust-deficit between Madarsa management and government as well as bureaucratic hurdles.
When the UPA government frist came to power in 2004, it re structured the Madrasa scheme and rechristened it as the Scheme for Providing Quality Education in Madarsa (SPQEM) that is being implemented by the Ministry of Human Resource Development since 2008. The budget allocation under the scheme has gone up by 300 percent from Rs. 50 crore in 2009-10 to Rs. 150 crore for the year 2011-12. Similarly, the number of Madarsa and teachers benefited under the scheme has gone up from 1,979 Madarsas and 4,962 teachers in the year 2009-10 to 5,934 Madarsas and 14,412 teachers in the year 2011-12 respectively.
The scheme as implemented during the X Plan had two components, namely infrastructure support for educational institutions catering to educationally backward population and introduction of modern subjects in traditional institution of Madarsa. The SQPEM is a demand driven scheme. The scheme was supposed to cover a total of 4,500-6,000 Madarsa and provide honorarium to about 13,500-18,000 Madarsa teachers across the country during the11th Plan period but it failed to achieve its target.
One may ask, what the Modi government will offer new to the already existed scheme. Will it coerce those Madarsa that only impart religious education to adopt it syllabus? Or will it try to establish Central Madarsa Board with renewed vigour? It may be recalled that following stiff resistance from a vocal section of the community, the UPA government was compelled to give up the idea of Central Madarsa Board.
There are two types of Madarsa in the country; one is purely imparting religious education and other one religious and modern education. It is unfortunate that Madarsa education became synonymous with basic Islamic learning. After Americans got defeated in Afghanistan at hands of Taliban in early 90s, they began insinuation campaign against Madarsa. US and its allies dubbed Madarsa as “breeding grounds of terrorism” since Taliban were the product of Madarsa. This vilification campaign against Madarsa got shrilled after the 9/11 events. During the first rule of BJP-led NDA government, India readily lapped this and started seeing at Madarsa with suspicion. Now just after BJP’s ascendancy to power, RSS leader Indresh Kumar has accused madarssas of “fanning fanatism”. He exhorted Muslim community to establish madarsa that spread ‘communal harmony but he conveniently forgot his own organization run “Shishu mandirs” that allegedly spread hate and pollute young impressionable minds by teaching distorted history and other subjects. Thus, Modi government’s “love” for Madarsa can be seen in this backdrop. Any move by the government in this regard will further create suspicion about the new dispensation at the Center.
I belong to community which is just 2% of India and i never consider myself a miniority. Let me tell you.. unless muslim community won’t start changing them self.. no government will be able to help them. Wake up muslims. Open new school.. study maths, computer, science etc. Religious study is important too but you won’t excel in your life with just that. I have studied in a hindu school myself..chanted hindu hymens in morning.. but it has never diluted my own religious values. So stop thinking everything the government will do is a conspiracy against muslims. Another big problem with muslims is that female children are uneducated. When you lock your 50% population and deny them any education.. how you expect the change will come? Muslims are getting backward and backward and will feel alienated. So stop thinking you are minority and work towards a better future.

We do not burn our girls for dowry or killed before they come into existence,nor we treat women as ‘Kanyiadan’. we do not teach our children superstitions or make them slave of priest.

at the very beginning & than expansion on other field will come.

If Mr Modi wants true scientific education in Madarasa , He must look at his own onions & ask Brahmins to learn Vedas to understand unity of ALMIGHTY GOD that HE has no pratima, no parents &
Glorify HIM alone atleast coordinate with Indian Brama Samaj & avoid idolatory . One should look at himself first before pointing a finger at others. I hope Modi himself get educated first with Vedic teaching & see how close Veda with Islam. Thank you.
Modi want to say through his love for madarsa that Madarsa is for muslim education and they should know something more that apart from rectifying cycle puncture they can done do it for car puncture with change in generation. He is silent when people ask 96% muslim goes to school and what is there fate. Is muslim not getting job because of education or discrimination. Why muslim are becoming IAS and not attendant clerck. Whether more education is required to be IAS or clerk.
We must invite Modi and his 40 ministers to Madarsas and let them stay for one week in order to get satisfaction that how madarsas are running and giving basis, moral and scientific education to the students belongs to all section of community rich, poor and orphans with free of cost and on nominal fee. Modi’s BJP must not forget that madarsas educated students were also took part in freedom struggle at the time of Independence. If they really want to support with clear intentions let him support with government funds, but this will not digest to BJP minded people.

Dear Mr. Jay, u have a perfect understanding of muslim issues. 99% of the muslims don’t know what they are reading in the Quran, and the rest 1% are misguiding muslim masses in the name of understanding Quran. We are in a state of denial regarding the condition of our female lot. If the muslims stop thinking that they are a minority, many in the community will loose their bread and butter as they are feeding themselves on the propagation of these ideas.
Mr.Safeen , I don’t understand ur problem. The reservation for minority is based on the Sachar committee report. When there is reservation for SC/STs for their upliftment why not for muslims until they become substantial in themselves in the field of Law,Education,science ,medicine etc.And this reservation shall be ofcourse only for deservingly poor muslims only.
Dear Mr Mohammed, Reservation will not solve the problem. Backward class muslims are already covered in the OBC quota. Most the institutions are going in the private hands, muslims need to accept the cause of the problem and work on it. The religious leadership has failed and need to be completely overthrown or else we will keep on discussing identity and urdu for another one century.
If that is the case then why don’t you provide the much needed solution…I believe everybody is waiting for the solution but no one has it including u.
Becoming a better muslim is the need of the hour …following the footsteps of Prophet (s.a.w.s) and his followers is what is lacking among us these days….that’s y instead of directly asking Allah (s.w.t) we are depending on everyone.
Well u people are nearly 15 % of the indian population,,u people send ur childrens to Madrasa school where they lack communication skills ,they are only feeded with hatred against other religions and they lack how to mix up with general population,,and no matter how much government makes policies it is not going to do anything because there’s no family planning and one thing to get a job in private companies u need these things,,so try sending ur children to other modern schools and teach about ur religion in home,,then m telling u,u will never feel backwardness

You are talking about which modern school where celebrate 1 April to speak lie is this your modern school teaching ? Our Madarsa teach us speak truth never. Do the judgement on the way of Quran this book is for entire world, Not like them if powerfull man found guilty and he will be in judicial custudy in aircondition, where is the equality ? Learn Quran then you will find right path for live life.
